Magadan is a member of the Union of Russian Cities, International Assembly of Capitals and Cities, International Association of Sister Cities, Union of Russian towns, Union of Arctic Cities and Cities of the Far North.
In recent years, an increasing number of challenges – global environmental problems, which require cooperation of different regions and countries in order to solve them. Not only countries and international organizations, but also local governments as members of the international community should be involved in such matters.
Therefore, winter cities, as full members of the international community, are also sharing information and technologies regarding urban equipment in harsh climatic conditions.
For the purpose of cooperation, exchange of information and technology on arrangement of comfortable living conditions of the population of "winter" cities, on July 1, 2006 Magadan joined the Association of Mayors of Winter Cities of the World.
The capital of the Kolyma is working closely with the Association of Siberian and Far Eastern cities, the Russian Union of Historic Towns and Regions, it is a member of the World Association "United Cities and Local Governments."
The city is actively involved in the work of the Council of Municipalities of the Magadan region, contributing to further development of the state program, supporting local governments.
The municipality is working closely with the administrations of 17 cities of Russia, including Moscow, Lipetsk, Vladivostok, Novosibirsk, Khabarovsk, Anadyr, Yakutsk.
In May 2005, the Northern Forum was held under the aegis of United Russia Party. It was attended by representatives of the federal authorities, heads of municipalities of the northern regions of the country. The main issue in the agenda was development of the Russian North from the Sea of Okhotsk to the White Sea.
Jubilee XXV Congress of the Union of Subarctic and the Far North Cities and VI inter-regional Children's Art Festival "Northern Lights" were held in September 2005. The prospects of municipalities in the north of Russia were discussed, debates were held about the processes occurring in the northern regions, and the possibility of real self-government.
In Magadan between the Center of Children and Teenage Arts and the Puppet Theatre has a new alley of Subarctic and the Far North Cities.
In August 2007, a conference of International Assembly of Capitals and Cities was held in Magadan. The problems of the urban environment were discussed there, i.e. its condition and ways of improvement. Resolution was developed with the proposals to the Federation Council of the Federal Assembly of Russian Federation, the Government of Russian Federation, the Russian State Duma to amend federal legislation by including the integrated development of municipalities into the scope of issues to be solved locally; Amendments to the Tax Code of Russian Federation with regard to classification of vehicle tax as local tax; reduction of the federal standard maximum share of own expenses of citizens to pay for housing, utilities, total family income from 22 to 10-15%.
